KARACHI: The Counter Terrorism Department of Sindh police has presented the initial enquiry report to the Sindh Chief Minister Syed Murad Ali Shah yesterday but without any substantive breakthrough in the investigation of cheating scam in the ongoing examinations conducted under the Board of Intermediate Education Karachi, Daily Times has learnt. In addition, the BIEK’s top officials have not provided any evidence for the enquiry even the First Information Report (FIR) has been registered against unknown persons on the behalf of Acting Controller, Muhammad Jaffar. In this controversy, BIEK’s officials are blaming the former Controller of Examination, Imran Cheshti and his colleagues who are also employees of the board while the CTD investigation team faces lack of evidences and have arrested lower cadre employees including some of the private agents involved in leaking of examination papers. The investigation team has failed to point out any of the Board top officials involved in the leaking of examination papers whereas around 38 accused have been investigated including 23 employees of the BIEK, 9 agents of cheating mafia and 5 lower cadre officials of the education department. Some of them have submitted their two or three lines statements before CTD’s investigation team. Earlier, the CTD had arrested 5 private agents namely Imran Keyani, Imran Younus, Liaquat Khan, Tanzil and Gul Naseeb. They were also nominated in FIR by CTD who later disclosed further names of the employees working in the education department including Ghulam Rasool, Ashfaq, Muhammad Javid Akhtar, Muqtadir Mehdi and Shakil Ahmed. “Ahmed is a junior clerk in the Regional Directorate of Colleges, Karachi and he is one of the opponents of Acting Regional Director, Zameer Khoso. Therefore Ahmed was targeted and arrested by CTD through preplanning”, source of the directorate revealed. Amazingly, the CTD did not register any case against those employees and they were released after cursory interrogation. Contrary, the CTD has claimed that all accused of the education department were found guilty in leaking papers and other malpractices. During the enquiry, the team also interviewed In charge of the BIEK Secrecy Department, Saleem, who explained the whole procedure of his department. After that, Assistant of Examination Store, Shakil Ahmed, Book Binder, Alimuddin and Peon, Khawar Abbas were arrested but those employees were released after questioning by CTD. “Only junior employees are trapped despite the top officials of BIEK, senior faculty members of College Education Department and some of the office holders of Sindh Professors and Lecturers Association (SPLA), are themselves involved in the cheating facilitation and leaking of the papers, but they also managed to divert the investigation towards complexity” source insisted, added that Security In charge of BIEK, Rashid Golden, Imran Solangi and Imran Japani were involved in cheating scam but the investigation team let them go after investigation. “The chairman of the board was asked to provide details of the enquiry about the people who not deposit the unused answer sheets and what action was taken against them but he did not submit his report”, CTD investigation team blamed the BIEK’s officials. “Chairman of the board is illegible to control cheating in the examination, more than 15 papers were leaked by Vigilance Teams” President of SPLA, Feroz Ahmed Siddiqui said while talking to the media on Thursday, demanded that Chairman and Acting Controller of Examination don’t have the capacity to conduct transparent examinations therefore they should be removed from existing positions. However, Chairman of the board denied, “We don’t know who was involved in leaking papers therefore we have lodged an FIR against unknown people. I am not taking revenge any of the employees but some of his opponents are blaming him”. “No one is allowed to visit examination centers including media teams, reporters and all unconcerned people while all those visits were illegal which he had made with media teams in the first phase of intermediate examination recently”, he further said. On the other hand, source of the CTD investigation team told that Dr Inam Ahmed had provided two names of the employees, a Stenographer Irfan and Danish Data Entry Operator. They were called for investigation but were let go after recording their statements. “I was on Pakistan tour, I don’t know why the officials forwarded my name for investigation” Danish told, added that he was assigned to look after the media affairs during the tenure of former Controller of Examination, Imran Cheshti. Therefore some of the people are targeting him even some of the officials are not allowing him to register his attendance in the office. Ejaz Butt, Investigation Officer of cheating scam told Daily Times “I am out of the province, I don’t know about the initial enquiry report but other senior officers have presented it to the CM”. Investigation is still underway and after the completion of the enquiry, role of the board officials and educational staff will be determined on the basis of evidences and then further recommendations will follow for legal action as per their respective role. It is pertinent to mention here that the CM had taken notice of the hysterical cheating through WhatsApp groups during the annual examinations of BIEK and he had directed the CTD Sindh to conduct an investigation on 16 May 2017. After that the Additional Inspector Gerneral Sanaullah Abbasi had formed an investigation team to identify the Board officials, private agents and students who were behind the scam.
