KARACHI: The officials of College Education Department, Sindh, are reluctant to take up the issues of teaching faculties regarding promotions and professional services structure, Daily Times has learnt. The lecturers of grade 17 are still looking forward for their first ever promotion during the last 18 years across Sindh. After the bifurcation of the Education and Literacy Department Sindh, lecturers were hoping that all their intractable issues would be resolved but they are disappointed and are suffering since the concerned authorizes are not taking up their problems seriously. The Sindh government had bifurcated ELD into two new departments, the College Education Department (CED) and the School Education Department (SED) on 5 Oct 2016. The decision was taken by Sindh Chief Minister Syed Murad Ali after declaring educational emergency in the province. Besides the educational emergency, it was aimed that proper concentration will be focused on education from primary to college level and problems of the teaching staff would be solved hastily as well. Conversely, only 290 professors out of 7300 have been promoted by Sindh government under the Board-II, constituted in April 2016. “Both the departments, the CED and the SED have failed to deliver education in schools and colleges as it was expected that these departments will considerably boast the reduction of inevitable consequence”, a senior member of the Lecturers and Professors Forum Pakistan, Vikram Kumar told Daily Times. “The frustrated teachers could not be expected to teach up to the mark, if someone predicts them to be involved in elevating quality education, letdowns must be ended by resolving their chronic problems”, Kumar stressed, following the Punjab government’s policy on college teachers the service structure for lecturers must be blessed for the academic community of all college across Sindh. The service structure of the federal government can be also awarded to lecturers and professors but Sindh government could not make such a solemn vow for the well being of teachers because the ego is around the time-scale formula, he muttered, added that the lecturers are crushed as sandwich in between for the last 18 years. There is no importance and sympathy in the eyes of the government for a common lecturer who has served and has even eliminated his precious golden age of life in teaching. “Association and organizations are to be made for the betterment, welfare and reforms of their activists and workers but those platforms remain no more for a healthy politics because office holders of the association, are searching for their own interests and are licking the soles of high-ranked officials to get it” a senior lecturer of DJ Science College, Munir Alam Khan said. “We are asking our few leading fellows belonging to any group about what are they are doing and what they have done for the lecturer’s cause”, he questioned, added that then these people are targeting them personally by any means but it’s not a way to silent voice and questions of whom they lead. All the lecturers are asking a simple question that why a lecturer suffers for 18 years for 1st promotion and for how long the organizations exist, he repeated again. When Daily Times contacted CED’s officials, they informed that a Departmental Promotion Committee (DPC) meeting will be held under the chairmanship of Secretary College Education Department to consider the promotion cases of lecturers by appropriate amendments in the recruitment rules.
