Security forces conducted some 75,175 operations across the country during 2025, killing 2,597 terrorists, including 16 most-wanted militants.
According to the Counter Terrorism Report 2025 issued by security authorities, 5,397 incidents of terrorism and 27 suicide attacks took place during the year, resulting in the martyrdom of 1,235 individuals, including officers and personnel of the security forces.
In 2021, 761 incidents of terrorism were recorded and 23,582 operations were conducted. These figures rose to 5,397 incidents and 75,175 operations, respectively, thus registering seven percent increase in terrorism related incidents in 2025.
Out of the total operations in 2025, 14,658 were carried out in Khyber Pakhtunkhwa, killing 1,803 terrorists; 8,778 in Balochistan, killing 784 terrorists; and 1,739 in other areas, killing 10 terrorists, the report said.
In October 2025, two serious incidents of unprovoked firing by forces of the Afghan interim government occurred along the Pak-Afghan border. In a strong retaliatory response by the Pakistan Army and Pakistan Air Force, 102 enemy posts and hideouts across the border were destroyed. During these clashes, 318 terrorists were killed and 404 injured, while 23 Pakistani soldiers embraced martyrdom.
The report stated that 5,000 terrorists present in Afghanistan pose a threat to Khyber Pakhtunkhwa, while 600 terrorists in Afghanistan and 700 in Iran pose a threat to Balochistan.
A total of 5,397 incidents of terrorism, including 27 suicide attacks, were recorded in 2025. Of these, 3,811 incidents occurred in Khyber Pakhtunkhwa and 1,557 in Balochistan. Moreover, two women – Mahikan Baloch and Zarina Rafiq – carried out suicide attacks last year.
A total of 1,235 individuals embraced martyrdom in the war against terrorism, including 665 security forces personnel, 170 members of law enforcement agencies, and 400 civilians, the report added. A five-year comparison from 2021 to 2025 shows a continuous increase in security challenges and the response by forces. Terrorism incidents rose from 761 in 2021 to 1,020 in 2022, 1,811 in 2023, 3,014 in 2024, and 5,397 in 2025.

According to the report, since 15 September 2023, a total of1,994,027 Afghan nationals have been repatriated. Among them, 1,753,534 returned voluntarily, while 240,493 were deported. All 54 Afghan refugee camps across the country have been closed.
Along the Pak-Afghan border, 21 crossing points have remained closed since 11 October 2025, and only illegal foreign nationals are being sent back. Regarding economic and administrative measures, the report stated that curbing smuggling led to a 47 percent increase in legal fuel sales, generating Rs300 to 400 billion in additional revenue. To further prevent smuggling, 35 digital enforcement stations are being established along the Indus River and in Balochistan.
The report further stated that all “B” areas of Balochistan have been converted into “A” areas, and 60 percent of Levies personnel have been inducted into the police force.
The implementation of the revised National Action Plan has significantly improved the overall law and order situation in the country, resulting in expanded police jurisdiction and improved governance. Particularly in remote areas of Balochistan, government access has become easier than before, marking a major step toward the restoration of the writ of the state.
Under the kinetic domain of the plan, a policy of “zero tolerance” has been adopted against militancy, armed groups, and criminal gangs. Although progress has been slow in preventing the spread of terrorism through media and cyber networks and in countering sectarian extremism, security institutions have demonstrated strong performance in cutting off terrorist financing, dismantling proscribed organizations, and curbing other illegal activities.
Regarding non-kinetic measures, the report noted good progress in the registration and regularization of religious seminaries and in the repatriation of Afghan refugees.
However, further acceleration is needed in the prosecution of terrorism cases, enhancement of CTD capacity, reforms in the criminal justice system, and legislation against espionage. Important matters such as the reconciliation process in Balochistan, as well as NFC and local government reforms in Khyber Pakhtunkhwa, still require special attention.
