Pakistan is set to roll out a locally developed secure messaging app, Beep, for government employees in the coming months, the National Assembly Standing Committee on Information Technology and Telecom was informed on Tuesday. The app, inspired by China’s WeChat, is expected to meet its project deadline of June 30, 2026.

Faisal Iqbal Ratyal, Chief Executive of the National Information Technology Board (NITB), told the committee that Beep has been developed locally and certified by relevant government agencies for official use. Committee Chairman Syed Aminul Haque directed the NITB to ensure the application’s timely rollout.

“The purpose of launching Beep is to provide a secure messaging platform for public sector employees nationwide,” Ratyal said. The launch will occur in phases, starting with federal ministries and attached departments. The platform will be integrated with Pakistan’s federal e-Office system, enabling secure messaging, document sharing, and workflow coordination within government institutions.
According to the NITB, Beep will offer end-to-end encryption for text messages and video calls. Security concerns raised by committee members were addressed, with Ratyal emphasizing enhanced encryption and additional safeguards suitable for sensitive government communications.
Operational costs will follow a usage-based fee model, though revenue generation is not the primary objective. The main priority, officials said, remains secure and efficient communication across state institutions. Servers for Beep will be located in Pakistan, with stricter security measures compared to popular foreign platforms like WhatsApp.
During the session, lawmakers also questioned Pakistan Telecommunication Authority’s (PTA) claim of 99% mobile user satisfaction, calling it “incomprehensible” in light of frequent internet slowdowns and weak mobile signals. Members suggested future Quality of Service assessments be conducted by independent auditors to ensure credibility and transparency.

The committee also reiterated earlier directions for the 5G spectrum auction to be conducted in Pakistani rupees and linked discounts to tangible network improvements.
