The Foreign Office (FO) on Wednesday expressed “grave concern” over a United Nations report documenting systemic human rights violations in Indian-occupied Jammu and Kashmir (IIOJK). The report, released on Monday, highlighted the aftermath of a terror attack in Pahalgam in April 2025, which India blamed on Pakistan without evidence.

Pakistan’s FO said the findings “underscore the severe and systematic human rights violations endured by the Kashmiri people under Indian occupation.” It noted the arbitrary arrest and detention of nearly 2,800 individuals, including journalists, students, and human rights advocates.

The statement condemned India’s use of draconian laws such as the Public Safety Act (PSA) and the Unlawful Activities (Prevention) Act (UAPA), which facilitate indefinite detentions. The FO highlighted instances of torture, custodial deaths, incommunicado detention, denial of due process, punitive house demolitions, forced evictions, recurring communication blackouts, and suppression of press freedom, including the blocking of 8,000 social media accounts.

Pakistan also raised concerns over the rise in hate speech, lynching, and harassment targeting Kashmiris and Muslim communities across India. The FO said these findings reaffirm Pakistan’s long-standing concerns regarding state-sponsored persecution of Kashmiri Muslims and discrimination against minorities.
The FO called upon India to cease its coercive measures and release all arbitrarily detained individuals. It urged New Delhi to protect religious minorities, particularly Muslims and Christians, restore fundamental freedoms, reverse demographic and legal alterations, and engage in meaningful dialogue with Kashmiri leaders.

Pakistan reiterated its commitment to a peaceful and just resolution of the Kashmir dispute, in accordance with UN Security Council resolutions and the aspirations of the Kashmiri people. The FO said Pakistan will continue providing moral, political, and diplomatic support to Kashmiris in their struggle against foreign occupation.
