Sir: In any civilised country, a judge who refuses to grant bail to an accused person in a bailable offence case would be suspected of discrimination against the accused. He would immediately be suspended, an enquiry would be held and, after being found culpable, he would be dismissed from service (and perhaps sentenced to a jail term as well). In Pakistan, such a man is simply transferred, leaving him and others like him free to indulge in further misconduct. Perhaps this is where reform is most urgently needed. But, of course, it will take a very long time before we find leaders willing to do what needs to be done. SHAKIR LAKHANI Lahore
