ISLAMABAD: Government has scaled up funds by Rs 13 billion in budget of Benazir Income Support Programme (BISP) in the next financial year 2016-17 without eliminating corruption and corrupt practices therein. Government has also decided to increase the number of recipients from 3.7 million to 5.6 million during 2016-17. Sources said that major chunk of BISP funds ranging between 30 to 40 per cent is devoured by corrupt elements in the department. The corrupt officials of this program from Balochistan pocket million of rupees without paying a penny to the recipients. The total funds under BISP were allocated to the tune of Rs 102 billion during the last fiscal year 2015-16 which, have been increased to 115 billion in the budget for fiscal year 2016-17. Sources said World Bank has written several letters to Chairperson BISP for weeding out corruption from the programme because the deserving people are unable to receive stipend due to massive corruption. Government has enhanced funds about Rs 75 billion in respect of this program from 2013 to date but no steps have been taken for elimination of corruption from this programme. Sources said government has decided to conduct fresh survey with regard to BISP in order to exclude non deserving persons from this programme and include deserving persons therein. But government has now decided to include 1.9 million people in the programme to support their favourites without conducting survey. The reports have come to light that people from constituencies of Nawaz Sharif and Marvi Memon will be integrated into the lists of recipients to encash this financial assistance in the next general election. It is pertinent to mention here that government has decided to exclude 2.5 million recipients from Punjab and Sindh so that PML-N workers could be included in place of them in the programme.
