PESHAWAR – An official inquiry report into the Swat tragedy has revealed shocking lapses in the handling of the incident, pointing fingers at several government departments and key officials. The investigation has exposed severe negligence, which has raised questions about the readiness of local authorities during emergencies.
One of the most critical findings was that the District Emergency Officer of Rescue 1122 in Swat was absent from duty without prior notice. This absence was considered a major failure, especially during such a crucial time. Furthermore, the local police were unable to effectively implement Section 144, which is designed to maintain public order during emergencies and prevent gatherings that could pose a threat to public safety.
The report also highlighted the police’s failure to register First Information Reports (FIRs) related to the incident, which hindered the investigation process. Government officers from various departments, including Rescue 1122, the local administration, and the irrigation department, were found to have neglected their duties. These findings have led to calls for disciplinary action against the responsible individuals.
Key officials, including the former Director General of Rescue 1122, the former Deputy Commissioner of Swat, and the former Additional Deputy Commissioner (Relief), have been named in the report for their lack of action. Additionally, the report recommends action against several current officials, including the District Emergency Officer of Rescue 1122 Swat and members of the irrigation department.
The Chief Minister has given his approval for disciplinary proceedings against those found negligent in their duties. This step signals a move toward greater accountability and institutional reform, aiming to prevent such tragedies in the future. Local authorities are now expected to take immediate action to address the shortcomings identified in the inquiry.
As the investigation moves forward, it is hoped that the findings will lead to much-needed improvements in the management of emergency situations, ensuring that similar tragedies do not occur again in Swat or other regions of the province.
