
ISLAMABAD: The Capital Development Authority (CDA) has completed the 1.1km T-Chowk Flyover in 90 days, two months ahead of its scheduled February 19 deadline. The Rs1.4 billion project, located at the junction of G.T. Road and Islamabad Expressway, aims to ease traffic coming from the Lahore side.

The foundation stone of the flyover was laid by Prime Minister Shehbaz Sharif on September 12. According to CDA officials, the flyover is now ready for inauguration, pending some minor finishing work. The project’s cost increased by 15 percent due to the addition of an extra lane and construction of U-turns, which officials said complied with Public Procurement Regulatory Authority (PPRA) rules.

In addition to T-Chowk, the Shaheen Chowk underpass at the junction of 9th Avenue and Khyaban-i-Iqbal (Margalla Road) is also nearing completion. Designed to address routine traffic congestion, the project’s foundation stone was laid on October 24, with a planned completion date in April. Like T-Chowk, this project has also seen a 15 percent increase in scope and cost to enhance traffic flow.
While officials praised the CDA team for executing both projects quickly, some sources noted that the revisions in project scope reflect a planning oversight. They suggested that future projects should aim to include all essential components in the initial design to avoid cost escalations and work extensions.
The CDA credited Prime Minister Shehbaz Sharif, Interior Minister Mohsin Naqvi, and CDA Chairman Mohammad Ali Randhawa for their oversight and leadership, which contributed to completing these mega projects efficiently.

Observers noted that the timely execution of T-Chowk and rapid progress at Shaheen Chowk marks a significant improvement in the CDA’s track record, which has historically struggled with delays in mega infrastructure projects.
