
The Government of Pakistan has introduced a major public initiative, allowing citizens aged 18 and above to obtain their first Computerised National Identity Card (CNIC) completely free of cost. The National Database and Registration Authority (NADRA) confirmed that this facility applies to non-chip CNICs and aims to make identity registration more accessible nationwide.
Under the new policy, citizens without a CNIC can visit their nearest NADRA centre, fill out the application form, and receive their identity card within 15 days — all without paying any fee. This initiative ensures that young adults and unregistered residents can access government services and voting rights immediately after turning 18, significantly reducing financial and bureaucratic barriers.

Moreover, a CNIC is mandatory for essential services such as opening bank accounts, obtaining SIM cards, applying for passports, and benefiting from welfare programs like Ehsaas. By making the first CNIC free, the government seeks to promote inclusion, especially for citizens living in remote or economically challenged areas, who often delay registration due to associated costs.
NADRA has also updated its fee structure for CNIC and Smart National Identity Card renewals. For a normal CNIC renewal, citizens will pay Rs400 with a 15-day processing time, while urgent and executive renewals will cost Rs1,150 and Rs2,150 respectively. Similarly, Smart NIC renewals are priced at Rs750 for normal (31 days), Rs1,500 for urgent (15 days), and Rs2,500 for executive (9 days) processing.
This updated system offers flexibility, allowing citizens to choose their preferred processing speed according to their needs. NADRA’s initiative not only simplifies access to identity documentation but also strengthens digital and civic participation in Pakistan. Free first-time CNIC issuance marks a vital step towards empowering citizens with legal recognition and voting rights.
