
The National Electric Power Regulatory Authority (NEPRA) has imposed a Rs25 million fine on the Lahore Electric Supply Company (LESCO) for failing to reduce transmission and distribution losses and improve recovery during the fiscal year 2023–24.
According to NEPRA, LESCO’s system losses increased by 4.04%, reaching 15.92%, which caused an estimated Rs47.6 billion loss to the national exchequer. Despite repeated directives and a show-cause notice, LESCO failed to provide a satisfactory justification for its poor performance.

In a separate action, NEPRA also fined K-Electric (KE) Rs25 million following its failure to manage the nationwide power breakdown in January 2023. The inquiry found KE responsible for operational deficiencies within its own power system and highlighted the failure of its Black Start mechanism—a system meant to restore power without reliance on the national grid.
NEPRA deemed KE’s explanations unsatisfactory, noting unresolved technical issues and ineffective safety measures. Both companies have been directed to deposit their fines within 15 days.
