ISLAMABAD: The Board of Capital Development Authority (CDA) has recruited 19 officers illegally by keeping all the rules and regulation aside. The Federal Ombudsman (Wafaqi Mohtasib) has directed the CDA to remove these officers from services and confiscate their perks. But instead of honouring the orders of Mohtasib, the board of directors under the auspices of Chairman CDA has promoted these officers to higher grades. The Daily Times got irrefutable proofs which show that in 2004 a citizen Naureen Fazal Karim submitted an application before Mohtasib that being the daughter of a CDA employee, she was not inducted in the department. In 2005 the Mohtasib ordered Chairman CDA to recruit her in BPS-16. But on that occasion Chairman CDA cleverly had appointed 14 more blue eyed persons against the law without giving advertisement in the media. Those who were inducted in CDA including Abdul Razzaq, Roshan Khan, Syed Safdar Ali, Khizar Hayat Satti, Naeem Akbar Dar, Ramzan Sajid, Syed Hussain Shah, Fiaz Ahmed, Abdul Hakeem, Akbar Khurshid, Muhammad Atta Ullah, Asad Abbas, Muhammad Kashif, Taimoor Ahmed, Kamran Bakht, Ghulam Shabir, Abdul Rauf Khan, Arif Masood Ahmed and Mumtaz Ali Sher. Among those five such people were also included who passed their graduation with third division and these were appointed as Assistant Admin Officer. The CDA did not float any advertisement in the media but recruited 14 people. At that time the high-ups took the stance that the posts were lying vacant so there was not any need of advertisement. Chairman CDA had not only regularized their services but also promoted them into higher scales. Some old employees of CDA took the matter to Federal Ombudsman who in his decision wrote that the appointment made at that time were illegal except the case Naureen Fazal Karm.
