ISLAMABAD: Mayor of Islamabad and Capital Development Authority (CDA) Chairman Shaikh Anser Aziz on Friday rejected any possibility to lift the ongoing ban on the allotment of plots without enforcing a new policy. The process of the allotment of plots against the claims of old inhabitants of Islamabad was stopped on the directions of the Capital Administration and Development Division Minister Dr Tariq Fazal Chaudhry. He had taken notice over corruption complaints in the process. Aziz on Friday clarified that not a single plot had been allotted in the Land and Rehabilitation Directorate of the authority as claimed by a segment of the print and electronic media. “The main purpose for imposing the ban on the allotment of plots in the Land and Rehabilitation Directorate was to probe the irregularities reported in the allotment of plots to the residents of the Islamabad and to devise a transparent and clear policy to discourage irregularities in future,” he said. He said that a comprehensive alternate policy and standard operating procedures (SOPs) were being devised for the allotment of plots to the people. “This will help guarantee the rights of the people and will also discourage land mafia in addition to ensuring a transparent and easy allotment procedure,” he said. By-laws violated: Dozens of wedding halls and CNG stations have been constructed in the jurisdiction of Rawalpindi Development Authority in breach of by-laws. According to details, owners of such buildings took the law into their own hands while constructing the wedding halls and CNG stations during the last 10 years. According to the no objection certificates (NOCs) issued during former president Pervez Musharraf’s rule, it was mandatory to have four kanals of land for setting up wedding halls. On one kanal of land the main building was required to be constructed and the remaining three kanals were to be allocated for car parking and other purposes. According to sources, five wedding halls were set up on Saidpur Road, five on Sherpao Colony Committee Chowk, and 15 on Jhelum Road, Chakri Road, Fateh Jang Road in RDA jurisdiction in violation of the by-laws. According to the NOC issued for CNG stations, it is legally binding on owners to construct CNG stations on at least two kanals of land and have at least a 60-foot front. So far, one CNG station has been built in Sherpao Colony, two in Committee Chowk and 13 on Saidpur Road, Jhelum, Chakri, and Fateh Jang and Adyala Road that violate such by-laws. The RDA has issued notices to violators. However, no legal action has been taken against them. RDA Adyala Road Inspector Nadeem Jamaal said that most of the CNG stations and wedding halls established in the areas were old. “However, all possible measures are being taken to enforce the law,” he claimed. Rawalpindi Interior City Inspector Aslam Shah said that action was taken and fines were also imposed on the violators. “We will continue to take action against the owners of buildings who have breached the by-laws,” he said.
