Will Upcoming LG Polls Bring Forth Future Leaders?

Local body elections in Pakistan have historically served as a training ground for future political leaders, with many individuals who began their careers at the grassroots level later emerging as influential figures in provincial and national politics.

Over the decades, several prominent politicians, including former Prime Minister *Syed Yusuf Raza Gilani*, former Foreign Minister *Shah Mehmood Qureshi*, former Punjab Chief Ministers *Chaudhry Pervaiz Elahi* and Dost *Muhammad Khosa*, former federal minister *Khawaja Saad Rafique*, and *Dr Farooq Sattar*, started their political journeys through local government institutions before rising to higher offices.

Lahore, often regarded as the political heart of Pakistan, has seen numerous local government representatives later enter the Punjab Assembly, the National Assembly, and the Senate. Councillors, lady councillors, naib nazims and nazims elected through various local bodies elections subsequently became key players in mainstream politics.

The 1979 local bodies elections, held during the regime of former President General *Zia-ul-Haq*, produced several future legislators. Four-time MNA and former MPA *Sheikh Rohail Asghar* was elected as a Municipal Corporation Lahore councillor in 1979. In the same council headed by Lord Mayor *Mian Shuja ur Rehman*, *Dr Zia Ullah Khan Bangash* and *Zia Bakht Butt* were elected as Awam Dost (PPP-backed) councillors and later became members of the Punjab Assembly through the 1988 general elections and a by-election, respectively. *Arshad Imran Sulehri*, another councillor, was elected MPA from Lahore in 1993. Other local government figures from that era, including *Kamil Ali Agha* and *Mian Munir*, later became senator and MNA, respectively.

The 1987 local bodies elections also produced future legislators, with *Mian Muhammad Azhar* later becoming an MNA and Irshad Hussain Sethi entering the Punjab Assembly.

In the 1991 local government elections, *Khawaja Saad Rafique* and *Chaudhry Shaukat* were elected as councillors and later became MPAs. *Khawaja Saad Rafique* subsequently served multiple terms as a member of the National Assembly.

Similarly, the 1998 local bodies elections saw the election of Mian Mujtaba Shuja ur Rehman and Chaudhry Shahbaz Ahmad as councillors, both of whom later became members of the Punjab Assembly. Mian Mujtaba has remained a prominent figure in Punjab politics and has been elected to the provincial assembly continuously since 2002.

The 2001 local government elections produced another generation of future lawmakers. Provincial Minister Khawaja Imran Nazir was elected as a general councillor and later won multiple terms as an MPA. Rubina Sulehri was elected as a lady councillor in 2001 and entered the Punjab Assembly the following year. Ghazali Saleem Butt, who served as naib nazim in 2001 and nazim in 2005, became an MPA in 2013 and secured a third consecutive term in the Punjab Assembly in the 2024 general elections. Ghazali Saleem Butt, a sitting MPA who has returned to the Punjab Assembly for his third consecutive term while talking to Daily Times, said that local bodies are genuinely the best platform for future leaders. He said he himself had been a Naib Nazim in 2001 and was elected Nazim in 2005, and this experience helped him a lot in understanding the core issues faced by the public. Ghazali Saleem Butt was one of those Nazims of PMLN from Northern Lahore who, along with his panel, swept his UC in 2005 while PMLN was undergoing a very tough time in the regime of Pervez Musharraf. Otherwise, in most of the other Union Councils of his town, candidates backed by PMLQ won in 2005. He is also Chairman, Board of Directors, PHA nowadays. Majid Zahoor also transitioned from UC nazim to a member of the provincial assembly.

Sitting MNA Wasim Qadir represents a unique case, having first been elected as an MPA in 2008 before later serving as a Union Council chairman in 2015 and subsequently as Deputy Mayor Lahore. Elected MNA of PMLN and an MPA between 2008 and 2013, Chaudhry Waseem Qadir, while commenting on the significance of Local government, said that an effective LG system guarantees the solution of people’s core issues at their doorsteps. He said he got elected as a Parliamentarian first and later opted for local bodies in 2015, while winning the Union Council election first and later becoming the Deputy Mayor of Ravi Town. Waseem Qadir, whose father Chaudhry Ghulam Qadir was also elected MPA in 1988, said that the best way to remain connected with the masses is through local governments, in which people take up their concerns before the elected representatives in a very convenient manner.

With local bodies elections expected in the coming months, political observers believe the grassroots electoral process may once again produce a new generation of leaders who could go on to play significant roles in provincial and national politics. Whether the upcoming polls create future parliamentarians similar to those of previous decades remains a question that only time will answer.
