Probe into nepotism and corruption at Lok Virsa launched

ISLAMABAD: The National Accountability Bureau and the FIA have launched investigation into cases of massive corruption, nepotism, illegal appointments, fake degrees and undue interference of NGOs in the official matters of the Lok Virsa.

According to documents available with Daily Times , NAB through letter No 6514/15/cv/sms/nab/rwp/ dated March, 3, 2016 directed the Lok Virsa administration that verification certificates in respect of degrees of contract staff be provided. But Fouzia Saeed, head of Mehrgarh NGO remained unmoved. However through a fake letter No 9 (20) 2016-Admn, March 9/2016 wrong information about the staff was furnished so that the investigation agency could be calmed for the time being.

The information provided by Lok Virsa to NAB related to security guards, drivers and sanitary workers and a list of only 20 employees was sent to NAB. Executive Director (ED). Lok Virsa concealed the information about the NGO mafia who are pocketing hefty salaries and perks at the Lok Virsa.

The documents said that Nagina, Raees, Maqbool, Rabia Amin and other employees who are affiliated with the NGOs including Mehr Garh, Aisha, Bedari are receiving salaries amounting to millions of rupees from the Lok Virsa as well.

Sources said that one Nadim Ahmad who is affiliated with Save the Children NGO is also performing duty at the Lok Virsa for the last five years and he is being paid a heavy amount by the Lok Virsa for his particular services. No one knows as to under what head he is working.

Recently a payment of about Rs 200,000 has been made to him through cheque No 16500518 dated June, 03,2016 for unknown services which is broad daylight robbery.

Sources told Daily Times that Nadim Ahmad is working out a list secretly at the Lok Virsa which will benefit one NGO. Plans have also been evolved to seek the contract of the Lok Virsa . Nadim Ahmad was being paid Rs 99,000 per month in the past. The audit report in this regard has been kept a secret.

Sources said Fouzia Saeed had approached Prime Minister Nawaz Sharif through foreign countries to seek the contract of the Lok Virsa. However no decision has been taken so far on this count.

The Lok Virsa has started enacting new rules on its own to keep the homework ready so that no difficulty is faced when the matter of contract comes under consideration.

The sources told Daily Times that NAB had started collecting the record of persons who had been illegally appointed on hefty salaries at the Lok Virsa.

Sources said that Fouzia Saeed appointed Robina, Zain Muhammad, Yasir Noman, Raees Ahmad, Nagina, Zahir Ahmad illegally without advertising the vacancies and without holding any test or interview. These persons are being paid salaries amounting to millions of rupees every month.

NAB has sent a letter to the Lok Virsa for verification of the educational certificates and the degrees of several senior officers and the FIA has also initiated investigation regularly.

There are five persons who are matriculates but have been inducted on executive seats while only master degree holder is entitled to hold these posts as per rules. But no one is there to hold them accountable.

Sources told Daily Times that the Executive Director Lok Virsa was also appointed against the rules and merit. Inquiry in this connection is underway at the ministry of information and broadcasting. The inquiry report is awaited.
