Lok Virsa scam: no action against Cosmos so far

ISLAMABAD: The process of awarding various contracts to M/s Cosmos Productions Pvt Limited, Lok Virsa by the then Executive Director (ED) was neither legally correct nor financially appropriate. The then ED was neither legally a competent authority to award the agreement nor had authority to exercise the same powers delegated to the executive director.

Basically Cosmos is running under the control of Senator Rubina Khalid after the death of her husband, Rauf Khalid (but recently Rubina Khalid transfer the ownership of her company to her kids namely Sidra Khalid and Hassan Khalid).

Recently when on the strict instructions of the Board, Lok Virsa’s senior management proceeded to vacate a few rooms that had been occupied by COSMOS without any rent agreement or permission in reaction, COSMOS got a fake FIR registered against the management of Lok Virsa and used political pressure to intimidate the management and got arrest warrants for the management. In addition, sources revealed, Senator Rubina is using her position as a Senator and a member of the Heritage Committee in getting Lok Virsa intimidated and harassed by the Committee on any relevant and irrelevant issues in every meeting. She is instigating any disgruntled staff and exaggerating any disciplinary or accountability action to look like a problem at Lok Virsa.

The idea is to intimidate Lok Virsa to get them off any thought of accountability of COSMOS or asking them to pay their dues.

While talking to the general secretary of Lok Virsa’s staff association, Muhammad Khan, he said; “Yes Cosmos is a defaulter of billions of rupees, this firm has to pay billions of rupees and we raised this issue many times in front of several authorities like in Public Accounts Committee (PAC)”.

He further said the current senior management of the Lok Virsa is main responsible for this issue to because they are not taking any steps against Cosmos.

The Daily Times tried to contact the senior management of Lok Virsa and M/s Cosmos Production Pvt Limited as well several times but no one was ready to respond on this specific issue.

According to the sources of Lok Virsa told Daily Times on the basis of anonymity that this particular firm has been looting and plundering since 2004 and this National precious Public Property as all the report reveals that the ex-Executive Directors of Lok Virsa, Mahar Ul Islam and Uxi Mufti are held directly responsible for the illegal reward of vague umbrella contract on economic terms and its misuse of authority and Lok Virsa authority and the Ministry did not take any sort of action against both the directors and also did not initiate legal proceedings to recover the outstanding dues from the contractors immediately within three months but on the political pressure no inquiry took place against the ex-directors and the Cosmos.
