Ignoring SC orders, CDA proposes upgradation of 600 employees

ISLAMABAD: The Directorate of Emergency and Disaster Management of the Capital Development Authority before devolving into Metropolitan Corporation Islamabad (MCI) had allegedly proposed the upgradation of their 600 employees against the orders of Supreme Court.

The Federal Investigation Agency (FIA) also conducting an enquiry against the officers who were illegally up graded during 2010 to 2013 and later on their personnel files and all records were disappeared from the Human Resouce Department (HRD) of the Capital Development Authority.

However, the Supreme Court of Pakistan had imposed ban on the up gradations, promotions and appointments in the Capital Development Authority until the matter is lying pending in the court and this act of concerned officers may fall in contempt of court.

The Additional Director of E&DM has initiated this up gradation file and put up to his Director, who also recommended and sent the case to Director General, later on DG referred it to Member Administration.

According to the documents available with Daily Times, “Around 600- fire fighter, leading fire man, supervisor, AFO, fire officer and line officers up to the rank of Deputy Directors,” are proposed for the up gradation of their pay scale.

“Firemen were proposed from BPS-7 to BPS-11, leading firemen from BPS-9 to BPS-12, FCS’, BCT from BPS-11 to BPS-14, fire inst/drill and PT instructors and bronto coordinator from BPS-12/11/14 to BPS-16, Individually Tariq Zaib Afridi from BPS-11 to BPS-15 Assistant coordinator office E&DM, Arif Muhammad from BPS-14 to BPS-16 coordinator officer (already promoted during 2010-2013 and their names and promotions are challenged in Supreme Court), Commander USAR Muhammad Akram from BPS-18 to BPS-19 Chief Commander USAR, Additional Director (A&O) E&DM Zafar Iqbal from BPS-18 to Chief Fire (A&O) BPS-19, All AFOs from BPS-15 to BPS-16, all HTV drivers from BPS-11 to BPS-12 and all wireless operator from BPS-14 to BPS-15” letter reads.

This is worth mentioning here that after media reports the Supreme Court of Pakistan took Sue Moto action about the illegal promotions and the names of Tariq Zaib Afridi and Arif Muhammad were also enlisted and the then promotions are still on stake.

While talking to Daily Times, Additional Director E&DM said that this summary was proposed some 4 to 5 months ago through proper channel and Director for E&DM also recommend this summary of up gradation of around 600 employees to the DG.

“Previously, my name was not enlisted but later on, I manage somehow to enlist my name in the list of employees, so I can accommodate myself as it was my right,” he said.

An official of Directorate of Municipal Authority (DMA) who wished not to be named said that this act of involved officials of E&DM falls in contempt of court, as the apex court already imposed ban on all the up gradations, promotions and appointments.

Sources inside the authority claimed that there are also many irregularities in E&DM directorate, as on the recommendations and pressure of labor union the directorate accommodated more than 80 drivers and other technical staff to avail the international, national and local training programs and get Traveling and Daily Allowance (TA/DA).

When contacted, the Deputy Director for E&DM Ammad ud Din said that this proposed summary for the up gradation of 600 employees is clearly contempt of court and the Law department of Capital Development Authority also need to probe into this matter that how an individual on Additional level can proposed a summary for up gradation. This is clearly a violation of the verdicts of apex court.

While talking, the official of Law department said that the Supreme Court reserved the orders and this matter is sub-judice so if anyone proposed the up gradation case then it is unethical and contempt of court.
