MLU demands probe into corruption charges against LFAD deputy director

The Municipal Labour Union (MLU) at Municipal Corporation Rawalpindi (MCR) has levelled serious allegations of corruption and irregularities against the deputy director of Local Fund Audit Department (LFAD) deputed in MCR since long and asked the Punjab finance secretary to probe into the matter.

Abdul Qayyum Khan – Senior Vice President, MLU – in his complaint had stated that Deputy Director LFAD who is also having charge of Municipal Officer Accounts (MOA) at MCR is deputed in Rawalpindi since last 25 years and the said officer has spent most of his service period in MCR which is against the rules & regulations.

He stated, Deputy Director LFAD never raised objection on contractors’ bills but create hurdles in every matter related to the MCR employees.

In his application, Abdul Qayyum claimed that the said officer had created hurdles in the notification of the time scale promotion of SDS/In-charge IT Wing who is serving in BPS-16 for more than 10 years having remarkable service record. Moreover, he is also reluctant to release honorarium of said IT Officer and other employees of MCR that was approved by the House one year ago for their remarkable performance.

He further stated, a senior clerk approached the Supreme Court of Pakistan for his promotion due to the unfair behaviour of the said officer, while some computer operators are also fighting their cases in the courts to get promotion.

Khan stated, the Deputy Director LFAD/MO(A) using his influence and illegally deputed a fire fighter of Fire Brigade as his personal driver and regularly paying him over time even on holidays.

The audit report released by the Auditor General of Pakistan (AGP) is basically a charge sheet on the performance of the said officer. The AGP has raised 73 Audit Paras which shows non-competency of the said officer, he added.

He appealed the Secretary Local Government and Community Development (LG&CD) and Secretary Finance Department to initiate an inquiry against the said officer and offered that he will provide the proofs of his discrimination and alleged corruption.

Sources said that Abdul Qayyum Khan has also lodged a complaint on Pakistan Citizen Portal which is assigned to the Provincial Director, Local Fund Audit Department for further necessary action as per law & merit. Despite repeated attempts, Deputy Director LFAD/MO(A), MCR, Mazhar Hussain could not be reached for his comments.
