The annual audit found Capital Development Authority (CDA) guilty for posting junior officers instead of the senior cadre officers on basis of nepotism, the Audit Department revealed on Thursday. According to the CDA Employees Service Regulation 1992, that where a temporary vacancy occurs and no arrangements for day to day routine work of the post is possible, the charge of the vacant post with the approval of the appointing authority, will be given to the most senior officer in the cadre if he/she is qualified to hold that post irrespective of the length of the services but the audit report found that CDA adopted discriminatory behaviours while supervising charges to the junior officers. The audit observed that Azhar Khurshid and Ghulam Shabir are working as directors on the current charge basis. The audit further observed that Hassan Raza, Fayyaz Ahmad, Arif Mehsud Ahmad, Mumtaz Ali Shar deputy directors are more senior than Khurshid and so it was because of nepotism that the supervisory charge was given to the junior officer. The audit further added that Syed Hassan Raza, Fayyaz, Arif Mahsud, Mumtaz Ali, Muhammad Attaullah, Asad Abbas, Muhammad Kashif, Taimur Ahmad and Kamran Bakht were serving as deputy directors despite being more senior than Shabbir according to the list of Executive-Cadre. The audit noted that the discriminatory and nepotism approach while allowing charges to junior officers created not only discrimination and nepotism and violation of CDA regulations but also caused negativity among the senior people, owing to lack of output from them.
