LHC launches Digital Performance Management System for judicial officers

The Lahore High Court (LHC) on Monday launched the Integrated Judicial Officers Performance Management System (IJOPMS), a comprehensive digital platform aimed at enhancing transparency, accountability and efficiency in the judicial system.

The system was formally inaugurated by LHC Chief Justice Aalia Neelum at a ceremony attended by Director General Judicial and Case Management Javaid Iqbal Bosal, senior officials and members of the court’s IT team.

Additional Registrar (IT) Jamal Ahmed briefed participants on the features of the newly developed system, describing it as a major step towards the digital transformation of the district judiciary. He said the platform was built on three key components: the Human

Resource Management System (HRMS), the Examination Management System, and the Performance Monitoring and Complaint Management System.

According to the briefing, the HRMS would maintain and manage judicial officers’ service records, including professional profiles, transfers and postings, seniority, Annual Confidential Reports (ACRs), leave records and training history. The Examination Management System would digitally track professional assessments, while the monitoring and complaint management module would facilitate real-time evaluation of judicial performance, case disposal rates and the handling of complaints and inquiries.

Speaking on the occasion, Chief Justice Aalia Neelum praised the IT team for developing the system and termed the initiative a practical step towards establishing a modern, transparent and accountable judicial administration.

She said the centralized platform would help ensure objective performance assessments, strengthen institutional accountability and improve administrative decision-making through automated reporting mechanisms.

The Chief Justice also emphasized the need for capacity building and directed that comprehensive training programmes be arranged for relevant staff to ensure effective implementation of the system. She stressed the importance of digital literacy within the judiciary, stating that equipping employees with modern technological skills was essential for the successful adoption of digital governance.

The launch of the IJOPMS marks a significant milestone in the Lahore High Court’s judicial reform efforts and was expected to improve institutional efficiency and public confidence in the administration of justice.
