
Former National Database and Registration Authority (NADRA) chairman Tariq Malik has been recognised among the world’s top 25 identity leaders by US-based technology company Okta, highlighting his contributions to digital identity systems and governance innovation.

The recognition was announced by Okta Ventures, the investment arm of Okta, which described the list as a collection of global leaders working on advancing secure and efficient digital identity systems. The honourees include developers, policymakers, and public sector innovators focused on improving digital transactions and identity frameworks.

To mark the achievement, Malik was featured on the Nasdaq billboard in New York’s Times Square alongside other international figures recognised for their contributions to the field.
In his featured interview, Malik emphasised that the success of digital identity systems depends less on technology and more on governance structures. He said strong institutional frameworks, legal safeguards, and independence from political pressure are essential to maintaining public trust.
He outlined emerging global trends in digital identity, including passwordless authentication systems, verifiable credentials, and the integration of identity and data systems into unified digital trust frameworks. He also highlighted the increasing role of machine-readable governance, where rules and consent are embedded directly into digital systems.
Drawing on his experience at NADRA, Malik said effective identity systems must deliver immediate benefits to citizens, ensure inclusive registration, and maintain transparent safeguards. He added that systems often face resistance when they improve transparency or disrupt established interests, making institutional resilience crucial for long-term success.
Malik previously served as NADRA chairman until 2013 and has since worked with international organisations including the World Bank’s Identification for Development programme and the United Nations Development Programme, advising on digital governance projects across multiple regions.

He has also received several international honours, including recognition among the world’s most influential figures in digital government and Pakistan’s Sitara-i-Imtiaz award for his contributions to public sector innovation.
