IHC withdraws stay against recruitments in federal institutions

Published on: March 17, 2026 7:16 AM

A larger bench of the Islamabad High Court (IHC) on Monday withdrew the stay order and ordered the institutions, including the federal police, to make recruitment in Islamabad according to the old quota system.

A larger bench headed by Chief Justice Sardar Sarfraz Dogar heard the petition related to the jobs quota system in the institutions of the federal capital. Advocate General Islamabad Shaukat Ayaz, Federal Police Director Law Tahir Kazim and DSP Legal Sajid Cheema appeared in the court.

The petitioner’s lawyer said that a citizen of Islamabad does not have the right to be recruited in the Punjab Police, but recruitment is also done in Islamabad from other provinces. The Chief Justice said that when the federation was formed, people came from all over the country and settled there. Recruitments have been stopped since 2024, and people are not getting jobs.

Referring to various court decisions, Advocate General Islamabad said that the people of all four provinces will be affected by the end of the quota system.

Advocate Wajid Gilani said that our issue is not about the provinces, only about those domiciled in Islamabad. Now, the records of recruitments up to the level of the Islamabad High Court should be called. The government itself made the law to recruit residents of Islamabad up to grade 15. The court withdrew the stay order on other recruitments, including the police and adjourned the hearing of the case.

IHC directs district admin to facilitate students regarding M-tag

The Islamabad High Court (IHC) on Monday directed the district administration to facilitate the students in placement of M-tag on motorcycles and not to harass them.

Chief Justice Sardar Muhammad Sarfaraz Dogar heard the case. State Counsel Abdul Rehman appeared for the administration while DSP Legal Sajid Cheema appeared on behalf of the police. The Chief Justice remarked during the hearing that when we were students, there used to be relief and concessions for students.

He addressed the State Counsel and asked why they are putting M-tags? The State Counsel said that there was a security issue after the courthouse blast in November last year. A motorcycle was used in this incident, the attacker reached there by bike. Keeping this incident in mind, the aim was to make security foolproof.

He said that the administration made a policy that M-tags should be on vehicles and motorcycles at the time of entering Islamabad.

Chief Justice Sarfaraz Dogar said that it is right that public safety should be ensured, there are some difficulties in this, but you should give relief to the students and do not harass them.

The State Council said that I will inform the Chief Commissioner about the court’s instructions. The court adjourned the hearing of the case against the administrative decision to make M-tag mandatory on motorcycles until April 6.
