Pakistan’s iTAP initiative: A Way Forward

February 4, 2026 by Asif Zaheer Gondal

For years, people in Pakistan have complained about corruption, slow service, and weak institutions. Citizens often feel frustrated and disconnected from the government. The new Index of Transparency and Accountability in Pakistan (iTAP), launched by FPCCI in collaboration with Ipsos, changes that conversation. For the first time, we have a homegrown, evidence-based measure that shows how our institutions are actually performing. It gives Pakistanis, policymakers, and investors a clear picture of what is working, what needs improvement, and how reforms can be made more effective.

iTAP is not just a survey. It shows that despite common negative perceptions, most citizens’ daily interactions with government offices are free from corruption. This is an important reminder that Pakistan’s institutions are not failing. They are capable of delivering and can improve further through focused reforms. The results provide both citizens and policymakers with an honest assessment of the state of governance, moving the national conversation away from assumptions and opinions toward facts and actionable insights.

The importance of iTAP for Pakistan is clear. First, it strengthens governance by providing an objective benchmark. Policymakers can see which areas already enjoy public trust and which require more transparency or better communication. This makes reform efforts more focused and effective. Over time, regular tracking through iTAP will help make governance more accountable, predictable, and citizen-oriented. By showing where improvements are needed, the survey helps the government take targeted action, ensuring resources are used efficiently and reforms are successful.

Second, iTAP is vital for Pakistan’s economic future. Investor confidence often depends on trust in institutions. By offering credible, homegrown data, iTAP sends a strong signal to local and international investors that Pakistan is serious about monitoring and improving its systems. It shows that the country is willing to measure its progress openly and honestly. Transparency in governance is directly linked to economic growth because it creates an environment where businesses and investors can operate with certainty and trust. A transparent government inspires confidence, attracts investment, and encourages entrepreneurship, which ultimately drives national prosperity. Third, iTAP helps rebuild trust between citizens and the state. Negative perceptions, if left unchecked, can weaken public confidence and harm the national narrative. iTAP highlights areas where institutions perform well and points to areas that need attention. By doing this, it encourages continuous improvement and reinforces the idea that the government listens to its citizens. When people see that their daily experiences match the promises of reform, it strengthens civic engagement and creates a sense of shared responsibility for the country’s future.

The government itself has recognised that transparency is at the core of national prosperity.

The government itself has recognised that transparency is at the core of national prosperity. By focusing on accountable governance, the state is laying the foundation for a more efficient, responsive, and trustworthy administration. Initiatives like iTAP align with this vision. They allow the government to measure its own performance, understand the concerns of the citizens, and make data-driven decisions that have a real impact. If Pakistan continues on this path, prioritising transparency, accountability, and evidence-based reforms, the nation can achieve sustainable development and long-term success.

The iTAP positions Pakistan as a country that can lead through reform and evidence. In a world where credibility depends on data, Pakistan is showing that it can assess itself objectively, take corrective action, and share progress openly. This approach improves the country’s image internationally, strengthens trade and diplomatic relations, and counters misleading narratives about Pakistan’s governance. It demonstrates that Pakistan is ready to confront challenges honestly and turn them into opportunities for growth.

In fact, iTAP is more than a survey. It is a tool that strengthens the national conversation on transparency, builds trust between institutions and citizens, provides measurable ways to improve reforms, and presents Pakistan as a nation committed to progress and accountability. For the state, the economy, and the people, iTAP is a forward-looking achievement. It shows that Pakistan is ready to learn, improve, and lead with confidence.

By embracing initiatives like iTAP and continuing to focus on transparent governance, Pakistan proves that it can take control of its narrative, build stronger institutions, and create a brighter, more reliable future for its citizens. When transparency becomes a guiding principle, prosperity follows. If we continue moving in this direction, guided by evidence, accountability, and a commitment to good governance, Pakistan is poised to succeed both at home and on the global stage.
