Punjab has approved a major policy allowing children under 18 to ride motorcycles under strict conditions. The Motor Vehicles Amendment Bill 2026 was cleared by the Assembly’s Home Affairs Committee. The law introduces juvenile driving permits and sets safety rules for young riders.
Under the bill, minors aged 16 and above can legally ride motorcycles with supervision. The Juvenile Driving Permit will formalize licensing for these riders. Officials said the permits create a regulated framework for previously undocumented underage riders.

The amendment modifies the Motor Vehicles Ordinance 1965 to reflect current traffic realities. It aims to bring young riders under legal oversight. Authorities stressed that the change will curb illegal, unsupervised motorcycle riding by minors.
Road safety is a key goal of the legislation. Officials believe training, supervision, and formal permits will reduce accidents involving underage riders. The law sets clear conditions to promote responsible driving behavior.
