
ISLAMABAD: Cleanliness arrangements in rural areas of Islamabad remain disrupted as the Capital Development Authority (CDA) struggles to implement proper waste management systems. Garbage can be seen dumped along roads, streets, and open spaces, with residents disposing of waste in nullahs due to lack of organized collection.

Earlier, separate contracts existed for rural and urban areas, but their expiration a year ago left rural sanitation largely neglected. In urban areas, CDA staff, former contractor workers, and machinery carry out temporary cleaning, but rural areas have received minimal attention.

The CDA recently invited bids for new contracts covering both urban and rural areas, with several companies participating.
- For Package I (urban), bids were received from three joint ventures including Matracon-Kangjie, Waste Buster-Teknik-ZKB, and NJC MMC-NCS Group-Imperial Ventures-Chongqing Endurance.
- For Package II (rural), similar companies participated, with KAPEC replacing Matracon. Officials said technical bid evaluations are underway, after which financial bids will be opened.

Currently, the CDA employs around 1,100 regular sanitation workers who will continue under new contractors. Waste is temporarily transported via the Rawalpindi Waste Management Company (RWMC) to Losar, with additional transfer through the I-9 waste station. Plans are also underway to construct an integrated landfill in Losar, including recycling and material recovery facilities.
CDA spokesperson Shahid Kiani said that once contracts are awarded, door-to-door collection will cover all urban and rural areas. He emphasised that the new landfill site acquisition of 1,200 kanals in Losar is in progress, aiming to resolve the city’s chronic waste disposal issues. “Rural areas are not entirely neglected, but secondary collection is currently limited. Full coverage will start with the new contracts,” he added.

Officials said the new system will be based on per-ton collection and disposal rates, aiming to modernize Islamabad’s sanitation while integrating urban and rural services.
