
A Lahore-based bike installment business owner, Sadiq Khan, received traffic e-challans totaling Rs2.388 million, issued in his name for multiple violations committed by motorcycles registered under him.
The issue came to light when a traffic warden stopped a motorcycle with number plate ACL-8179 at the Punjab University campus bridge, which was registered in Khan’s name. An e-challan of Rs12,000 was immediately issued.

Further investigation revealed that 500 motorcycles are registered under Sadiq Khan, and a total of 2,071 e-challans have been issued against them by the Safe City Authority for violating traffic rules.
Khan, a resident of Lahore’s Garhi Shahu area, expressed shock at receiving such a massive number of challans, explaining that he sells motorcycles on installment and cannot personally manage each vehicle on the road.

The Safe City Authority confirmed the issuance of e-challans and said all fines are linked to the registered owner, highlighting a gap in the current system for installment-based vehicle ownership.
Authorities are reviewing the case to determine how to properly allocate responsibility for the fines while ensuring traffic rules are enforced effectively for all riders.
