
Pakistan and Russia have reaffirmed their commitment to strengthen bilateral cooperation across key sectors including trade, energy, education and business development.

The renewed resolve came at the conclusion of the three-day 10th Pakistan-Russia Intergovernmental Commission (IGC) on Trade, Economic, Scientific and Technical Cooperation held in Islamabad from November 25 to 27.
The meeting was co-chaired by Pakistan’s Energy Minister Awais Leghari and Russia’s Sergei Tsivilev. Both sides expressed satisfaction with the constructive dialogue aimed at enhancing bilateral trade, diversifying exports and boosting business-to-business engagement.
In an exclusive interview with Pakistan TV on show ‘Beyond Borders’, Russia’s Energy Minister Sergei Tsivilev said that Russia and Pakistan will collaborate to develop transport and logistics, economic cooperation, agriculture, and pharmaceuticals.

Officials stressed the importance of improved market access for Pakistani products such as textiles, sports goods, IT services and agricultural commodities. They also agreed to facilitate trade fairs and business exchanges to strengthen economic ties.
A key achievement of the session was progress on regional connectivity, with both delegations reaffirming their commitment to operationalise a pilot cargo train along agreed corridors. This step is expected to significantly improve logistics and enhance economic integration between the two nations.

Energy cooperation also remained central, with discussions covering oil and gas collaboration, LNG and LPG supply frameworks, and potential in renewable and hydropower sectors. In industrial and technological areas, the talks featured proposals for pharmaceutical cooperation, modernisation of Pakistan Steel Mills and exploring opportunities in heavy machinery, mining and advanced manufacturing.
Both sides also highlighted the importance of academic linkages and agreed to finalise agreements on higher education, mutual recognition of degrees and joint research initiatives. Cultural and people-to-people exchanges were strongly emphasised, with initiatives such as the establishment of Russian language centres in Islamabad and Karachi.

The session also covered cooperation in disaster management, sports, tourism and media. Three MoUs—covering quality standards, anti-monopoly regulation and media cooperation—were signed to formalise collaboration.
The two countries will hold the next IGC session in Russia in 2026.
