The initiative follows a clear directive from the prime minister to ensure that vulnerable women are not left behind as Pakistan shifts from cash-based assistance to digital financial systems.
Of the two million SIMs being distributed, around 1.7 million are pre-linked with JazzCash mobile wallets. This feature is expected to empower women who have long remained outside the formal financial structure, giving them access to digital payments, savings tools and secure financial transactions.

According to officials, the government instructed all mobile operators to facilitate BISP beneficiaries by issuing free SIMs to support Pakistan’s transition toward digital welfare payments. The new mechanism ensures that eligible women receive Jazz SIMs at no cost, enabling seamless access to future BISP disbursements through their mobile wallets.
The shift from manual cash disbursement to digital transfers marks a significant milestone in social welfare reform. Through JazzCash-linked wallets, beneficiaries will be able to withdraw funds safely, make cashless purchases and avoid the risks associated with traditional cash handling, including fraud, middlemen and unnecessary travel.
