Information Minister Attaullah Tarar on Tuesday said that banned Tehreek-i-Taliban Pakistan (TTP) chief Noor Wali Mehsud orchestrated the November 11 suicide blast outside Islamabad’s Judicial Complex. The attack killed 12 people and injured 35 others, sparking nationwide outrage.

Addressing a press conference in Islamabad, Tarar said four TTP facilitators had been arrested in connection with the attack. He identified them as Sajidullah alias Sheena, the suicide bomber’s handler, Kamran Khan, Muhammad Zali, and Shah Munir, displaying their pictures for the media.

The minister explained that Mehsud planned the attack through his commander Daadullah, a resident of Bajaur in Khyber Pakhtunkhwa, currently in Afghanistan. Sajidullah reportedly met Daadullah multiple times in 2023, 2024, and August 2025, maintaining communication via a mobile application.
Tarar played a video statement of Sajidullah, who confessed to arranging the suicide jacket and bringing the bomber to the site. “He was planning this incident in collaboration with Noor Wali Mehsud’s commander Daadullah. Their target was to carry out such an act in either Rawalpindi or Islamabad,” the minister said.

Sajidullah, who joined the TTP in 2015, received extensive training in various TTP camps across Afghanistan and visited Jalalabad in 2024. During this visit, he met Daadullah to plan the bombing and recruited Zali and Khan to assist in the operation.

According to Tarar, the Counter-Terrorism Department (CTD) and the Intelligence Bureau (IB) arrested the four men within 48 hours of the incident during a joint operation. The government reaffirmed its commitment to dismantling terrorist networks and preventing further attacks on civilian and judicial targets across Pakistan.
