Trump orders review to label Muslim Brotherhood chapters as terrorist groups

United States President Donald Trump issued an executive order on Monday, directing federal agencies to begin a formal process to determine whether specific chapters of the Muslim Brotherhood should be designated as terrorist organisations.

The Muslim Brotherhood, founded in Egypt in 1928, is already outlawed in several countries, including Egypt, Saudi Arabia, and most recently Jordan. Signed on November 24 at the White House, the directive focuses on Brotherhood chapters in Lebanon, Jordan and Egypt.

It states that the order “sets in motion a process” under which certain chapters or subdivisions may be designated as foreign terrorist organisations (FTOs) and specially designated global terrorists (SDGTs) according to US counterterrorism laws.

The document argues that the group has evolved into a “transnational network” that supports or facilitates violence across the Middle East. The order cited regional activities linked to specific chapters.

It claimed that Lebanon’s chapter contributed to rocket attacks against Israel during the October 7, 2023 events, alongside Hamas and Hezbollah. It further referenced statements by a senior Egyptian Brotherhood leader who allegedly called for violence against US partners. The Jordanian chapter was accused of long-standing material support to Hamas’s militant wing.

Trump’s order asserts that US policy now aims to collaborate with regional partners to dismantle the capabilities of Brotherhood chapters deemed a threat. It instructs federal agencies to work to “deprive those chapters of resources” and eliminate risks to US citizens and national security.

A clear implementation timeline has been established. Within 30 days, the secretaries of State and Treasury must submit a joint report identifying which chapters merit designation. The relevant department will then have 45 days to take action under US terrorism laws, including the Immigration and Nationality Act and IEEPA.

The Muslim Brotherhood has long divided opinion in Washington. While some of its branches operate as political parties, others face accusations of supporting militancy. Trump’s directive introduces the most detailed framework yet for evaluating each national chapter individually. The move follows a similar step by Texas Governor Greg Abbott, who designated the group as a terrorist organisation at the state level last week.
