OTP verification halts Punjab property stamp duty

Lahore, November 17, 2025: The Punjab Land Records Authority (PLRA) has launched OTP verification for property stamp duty challans. The system aims to enhance security and ensure verified mobile numbers are used for transactions. However, stakeholders warn the rollout has disrupted challan issuance for many buyers and sellers.

PLRA said OTP verification improves the authenticity of stamp duty challans. Overseas Pakistanis can use an email-based OTP system, while organisations must complete NTN-based verification along with OTP confirmation. The authority stated that concerns raised by stakeholders have been addressed and the system is fully operational.

Despite PLRA’s assurances, real estate stakeholders argue the system has caused serious delays. Many users, including overseas Pakistanis, developers, and rural residents, cannot receive OTPs due to registration issues. Individuals without SIMs under their own name are also unable to complete transactions.

Realtors suggested allowing FBR-registered agents to generate challans on behalf of clients. They argued this step would reduce bottlenecks and ensure smooth processing of property transactions. Developers stressed that delays are affecting sales, project completions, and revenue collection.

PLRA has been urged to intervene and resolve operational challenges promptly. Stakeholders emphasized the importance of restoring timely issuance and export of stamp duty challans to maintain market stability.
