Dar highlighted that modern diplomacy now extends beyond traditional state institutions, relying on public awareness and parliamentary engagement. He said parliamentary diplomacy plays a crucial role in shaping global cooperation by representing the voices and concerns of citizens. By transforming international commitments into domestic reforms and promoting regional trade and investment, he noted, parliamentarians can drive inclusive growth that benefits all communities. Dar added that economic collaboration through regional connectivity remains a cornerstone of sustainable development.

While addressing global challenges, Dar pointed out that the world faces an era marked by climate crises, terrorism, inequality, and diminishing trust in multilateral institutions. He stressed that forums like the ISC hold exceptional importance during such uncertain times. “Multilateralism must not only be preserved but revitalized through openness, inclusion, and participation,” he said. The DPM also condemned the recent terrorist attacks in Wana and Islamabad, which killed 15 people, reaffirming that Pakistan rejects terrorism in all its forms and remains resolute in fighting it.
Dar reiterated that Pakistan’s foreign policy is grounded in the principles of the UN Charter — including peaceful dispute resolution, non-interference, and sovereign equality among nations. He said Pakistan has consistently advocated for regional cooperation, equitable development, and conflict prevention to strengthen global peace. The DPM praised the Senate of Pakistan and Chairman Yousaf Raza Gilani for organizing the ISC, calling it a milestone in advancing dialogue and partnership at both regional and international levels.

Highlighting Pakistan’s leadership at the United Nations, Dar recalled the country’s presidency of the UN Security Council in July 2025, during which it sponsored a resolution promoting peace through multilateralism. He said Pakistan’s experience uniquely positions it as a bridge between the Global South and Global North. “We believe cooperation must replace competition, and equitable partnerships, not hierarchies, should define the future world order,” he remarked. Concluding his speech, Dar reaffirmed Pakistan’s readiness to serve as a “bridge-builder,” promoting peace, justice, and people-centered diplomacy to create a fairer and more prosperous world.
