Albania’s AI minister to “give birth” to 83 digital assistants, PM Says

Published on: October 28, 2025 4:40 PM

TIRANA – Albania’s Prime Minister Edi Rama announced that AI minister Della will soon “give birth” to 83 digital assistants. He made the statement at the Berlin Global Dialogue Conference. The announcement surprised many, as the “births” refer to AI creations, not real children. Rama explained that these assistants will serve parliament and support human lawmakers.

Rama clarified that each digital assistant will be assigned to one of the 83 Socialist Party parliament members. They will help manage work efficiently. These AI aides will attend parliamentary sessions, record discussions, and prepare notes. Additionally, they will suggest strategies and actions for MPs during debates. This system aims to streamline legislative work and improve accountability.

The Prime Minister added that the AI assistants will also monitor MPs’ activities. For instance, they can alert a member who misses details or offer counter-strategies during debates. Each assistant will follow EU laws and align with parliamentary regulations. Rama stressed that AI will complement human work rather than replace it. This approach reflects Albania’s push for digital innovation in governance.

Della, Albania’s AI minister, was introduced in September as the world’s first AI-generated government official. She wears traditional Albanian attire and represents a new approach to governance. In her first speech, she emphasized her goal is to assist humans, not compete with them. The AI minister will oversee the training and deployment of the digital assistants. By 2026, all assistants are expected to become fully operational.

Experts say the AI system could transform parliamentary work in Albania. It aims to improve efficiency, record-keeping, and decision-making. Critics, however, raise questions about accountability and ethics in AI governance. Meanwhile, the government remains committed to testing technology in practical political applications. This initiative places Albania at the forefront of AI adoption in public administration.
