FBR implements new verification system for industrial NTN updates

Published on: October 22, 2025 7:28 PM

The Federal Board of Revenue (FBR) has announced a new, transparent procedure for changing National Tax Numbers (NTN) associated with industrial gas and electricity connections. The initiative aims to improve coordination between tax authorities and utility providers while ensuring strict verification to prevent misuse of tax identities.

As per the new policy, industrial consumers who wish to change their NTN must now submit a formal application to the concerned Commissioner of Inland Revenue. The application will be reviewed carefully to confirm that all required registration documents are valid and authentic. This step is designed to enhance accountability and reduce the risk of fraudulent NTN changes within the industrial sector.

Once the verification process is completed, the Commissioner will issue a written order to the relevant electricity distribution company (DISCO) or gas utility, authorizing them to update the consumer’s sales tax registration details. This directive ensures that any modification to NTNs takes place only after the tax authority’s formal approval, making the process more secure and traceable.

Furthermore, the FBR has clarified that no gas or electricity company will be allowed to change an NTN independently. The decision will be implemented solely on the Commissioner’s recommendation, which will serve as an official validation step. This measure aims to prevent potential misuse or manipulation of tax information linked to industrial energy connections.

By introducing this new system, the FBR seeks to strengthen regulatory oversight and create a more reliable record-keeping process for industrial taxpayers. The reform also supports the government’s broader goal of promoting transparency and enhancing digital documentation within Pakistan’s taxation and utility sectors.
