In a deeply concerning revelation, Lahore’s revenue system appears to have collapsed under the weight of administrative negligence and corruption. The issuance of Fard (land ownership documents) and the registration of land mutations remain suspended across the city, leaving thousands of citizens in distress. District administration – particularly the Mohal Department – has become virtually indifferent, as patwaris operate with unchecked authority and impunity.
Over the past six months, sources say patwaris have allegedly established a record of bribery, openly demanding up to Rs. 50,000 for issuing a single Fard. Meanwhile, Roznamcha entries – daily land records – are reportedly being manipulated in backdates extending over months. No inquiry has been initiated, nor has any official moved to stem the malpractice.
Despite several revenue villages (mauzas) being declared online under the Punjab Land Record Authority (PLRA) and the PULSE Program, there are no clear directives issued for the execution of Fard or mutation services. Several notification orders remain pending, resulting in a citywide freeze of legal land transactions.
Frustrated citizens report being shuffled from Land Record Centres to PLRA or PULSE offices, only to be told that the authority still rests with patwaris. There exists no integrated system or coordination among the Mohal Department, patwaris, Assistant Commissioners (ACs), or the Land Record Centres – forcing the public into a cycle of confusion and repeated visits.
