Staff shortage in Punjab LG dept leads to illegal constructions

The Punjab Local Government’s Planning Branch has faced a persistent shortage of Building Inspectors, Assistant Zonal Planners (AZOPs), and Zonal Planners (ZOPs) from 2017 to 2024. This shortage has led to a significant increase in illegal constructions across the province, posing serious challenges to urban planning and development.

Despite the appointment of several renowned and influential bureaucrats over the last seven years, the issue remains unresolved. High-profile officials such as Saif Anjum (Oct 19, 2018 – Jul 15, 2019), Dr. Ahmad Javed Qazi (until Sep 25, 2020), and others, including Shakeel Ahmed Mian (current appointee since Mar 11, 2024), have failed to devise a sustainable solution.

In Lahore alone, there is a glaring shortage of 26 Building Inspectors and six AZOPs. The situation in other districts is similarly dire, severely impacting fieldwork, project oversight, and actions against illegal constructions. Current staff face immense pressure, with field inspections and approvals delayed or incomplete.

Illegal contractors and developers operate unchecked, with disciplinary actions often rendered ineffective due to a lack of replacement staff. Over a dozen bureaucrats have repeatedly highlighted the gravity of the issue to the Punjab Government, submitting proposals for resolution. However, their efforts have met with consistent neglect and inaction.

This shortage has paralyzed anti-encroachment efforts, leading to widespread violations of building regulations, deteriorating urban planning, and significant revenue losses for the government. Public frustration is mounting, with residents criticizing governmental inefficiency for worsening the construction landscape.

Recommendations for Resolution:

oImmediate recruitment of Building Inspectors, AZOPs, and ZOPs through a comprehensive hiring plan.

oAllocation of special funds to address staffing shortages.

oFormation of an independent monitoring committee to curb illegal constructions.

oProvision of modern training and facilities for Planning Branch staff.

oStrict enforcement of construction laws to restore regulatory compliance.

If urgent action is not taken, the continued neglect of the Planning Branch could have severe consequences for Punjab’s urban development and governance. The Punjab Government must prioritize this issue and take decisive measures to ensure long-term solutions.
