Sir: I was happy to read about recent measures taken by the Higher Education Commission to impose a strict ethical code in the system and for basic ethics to be imparted to students. The question is: why start at the university level? Education on civic sense and ethical behaviour needs to begin from primary school. Stressing ethics only at the university level leaves out students who do not attend university, which is the overwhelming majority. Civics and ethics need to be incorporated at all levels of education so that we may produce better citizens. Naveed LotiaCanada
