Is CDA Labour Union above and beyond law?

ISLAMABAD: Six office bearers close to General Secretary Chaudhry Yasin of CDA Labour Union were transferred after the court directed to put a bar on the transfers/postings from 25th July 2016 onwards

These officials were transferred and posted on 27th of July, 2016 in blatant disregard to all norms and practices from directorates. These persons were transferred from Metropolitan Corporation Islamabad (MCI) to Capital Development Authority (CDA). Thus clearly tarnishing the sanctity of court directions as well as in complete violation of office order that clearly bar any such transfers from Metropolitan Corporation Islamabad to Capital Development Authority and office orders issued by then Director General Administration Ejaz Bajwa on 25th July, 2016 wherein it was clearly laid down that no one would be transferred from CDA to MCI and MCI to CDA, these transfer orders were issued with the approval of the then chairman CDA flouting all these orders. Daily Times learnt that to keep his ‘own’ people close at hand these transfers were made to place the union leaders in Directorates/Functions and Wings that were to remain with Capital Development Authority after the demarcation of powers and functions between MCI and CDA, almost two dozen directorates were transferred to MCI after local bodies representatives took oath.

The six staff members were transferred ‘in the interest of Authority’s work and until further order’ from MCI-controlled directorates to CDA-administered directorates are Asad Mehmood, Sub-Assistant and Deputy General Secretary of CDA union was transferred from Emergency and Disaster Management Directorate to Parliament House Directorate. Muhammad Sarfraz, Sub-Inspector and also Deputy General Secretary was transferred from Directorate of Municipal Authority to Enforcement Directorate. Malik Akmal Shahzad was posted from Sanitation Directorate to Parliament House Directorate. Ahmed Ali, Supervisor from Water Supply Directorate to Enforcement Directorate. Nasir Khan, Driver and Muhammad Naeem, Operator were transferred from DMA to Planning Wing and Water Supply Directorate to Parliament House Directorate respectively. Sources claimed that on the wishes of near and dear of General Secretary Labour Union, Chaudhry Yaseen; they were transferred from MCI to CDA in order to retain their perks and privileges’. It is unethical and against the orders of Islamabad High Court and CDA’s own notification.
