Punjab warns public against funding banned groups

LAHORE: The Punjab Home Department has issued a detailed list of banned and unregistered organisations under the Anti-Terrorism Act 1997, warning that providing any financial assistance funding to proscribed groups constitutes a criminal offence.

In an official statement, the department cautioned citizens that donating zakat, charity or other forms of support to outlawed organisations is punishable under law. It urged the public to ensure that contributions are made only to properly registered charities to prevent misuse of funds.

محکمہ داخلہ پنجاب نے کالعدم تنظیموں اور غیر رجسٹرڈ خیراتی اداروں کی فہرست جاری کر دی

Authorities said all charitable organisations operating in Punjab must be registered with the Punjab Charity Commission. Citizens were advised to verify an organisation’s registration through the QR code printed on its certificate before making donations, ensuring assistance reaches legitimate beneficiaries rather than militant networks.

The proscribed list includes militant outfits such as Lashkar-e-Jhangvi, Sipah-e-Muhammad Pakistan, Jaish-e-Mohammed, Lashkar-e-Taiba, Sipah-e-Sahaba, Tehreek-e-Jafaria, Al-Qaeda, Tehreek-e-Nafaz-e-Shariat-e-Mohammadi, Khudam-ul-Islam, Tehreek-e-Taliban Pakistan and ISIS. Separatist and other banned entities named include Balochistan Liberation Army and Sindhudesh Revolutionary Army, along with groups such as Tehreek-e-Labbaik Pakistan, Zainebiyoun Brigade and the Hafiz Gul Bahadur group.

Several organisations operating under charitable or welfare titles have also been declared unlawful, including Al Rehmat Trust Bahawalpur, Al Furqan Trust Karachi, Falah-e-Insaniat Foundation, Al Akhtar Trust, Maymar Trust and Al Hamd Trust.

The Home Department appealed to citizens to report any fundraising activity or suspicious behaviour linked to banned organisations. Complaints can be lodged via the toll-free number 0800-11111 or helpline 042-99213871. The complete list of proscribed organisations is available on the websites of the Punjab Home Department and the National Counter Terrorism Authority (NACTA).
