Lahore admin issues code of conduct for Basant

On the directions of the Punjab Chief Minister, comprehensive safety arrangements have been finalised for the Basant kite-flying festival, with the Deputy Commissioner Lahore issuing a strict 12-point code of conduct for the event scheduled from February 6 to 8.

The district administration has directed the police and all relevant departments to ensure strict implementation of the safety guidelines across Lahore.

The code of conduct will apply to all locations in the city, including buildings and rooftops.

District officers and police officials have been authorised to inspect rooftops and kite-flying venues, while strict legal action will be taken against violations of the Kite Flying Act and prescribed safety rules.

According to the code of conduct, a zero-tolerance policy will be enforced against the use of hazardous kite strings and aerial firing. The use of metallic, chemical-coated and nylon strings has been strictly banned in the interest of public safety.

The installation of safety rods on motorcycles has been made mandatory across Lahore to prevent accidents caused by sharp kite strings.

Aerial firing and the use of sound systems that disturb public peace will remain strictly prohibited during the festival.

Kite flying near airports and sensitive installations will not be allowed under any circumstances.

Rooftop owners will be personally responsible for ensuring safety arrangements and will be held liable in case of any untoward incident. The use of unsafe rooftops for kite flying has been strictly banned.

Deputy Commissioner Lahore said that all available resources would be utilised to ensure that the cultural festival is celebrated in a safe manner.

He added that a strict ban on the sale and purchase of hazardous kite strings would be enforced, while immediate FIRs and strict legal action would be taken against violators.
