
LAHORE: Children found violating the Punjab Regulation of Kite Flying Ordinance-2025 will face strict penalties, including fines, under the Juvenile Justice System Act-2018, authorities said on Tuesday.

The ordinance stipulates that minors who contravene the law will be fined Rs50,000 for a first offence and Rs100,000 for repeat violations. If a child cannot pay the fine, it will be recovered from their parents or guardians as land revenue arrears.
To encourage enforcement, the government will offer cash rewards of up to Rs5,000 to whistle-blowers who provide credible information about individuals flouting the regulations. However, whistle-blowers will not be entitled to a reward if the information is of no value or already known to authorities, according to the ordinance.
The Punjab Regulation of Kite Flying Ordinance-2025 generally prohibits kite flying across the province, while also allowing for regulated kite flying at designated locations and on specific days. It provides a framework for registering manufacturers, traders, and sellers of kite flying material, as well as kite flying associations.
District commissioners (DCs) are empowered to cancel registrations of individuals or associations that violate the provisions of the ordinance, its rules, or related regulations. The law also includes provisions to deter non-compliance and ensure public participation in enforcement through whistle-blower incentives.

Officials emphasised that the ordinance is aimed at promoting public safety while enabling controlled kite flying under a regulatory framework. The new law is part of broader efforts to reduce accidents and injuries associated with kite flying, which have historically posed risks to participants and the public.
