ISLAMABAD: The federal government has drafted the 27th Constitutional Amendment, proposing to replace the “Chairman Joint Chiefs of Staff Committee” (CJCSC) with a new title, “Chief of Defence Forces,” as part of sweeping military and judicial reforms.
Federal Law Minister Azam Nazeer Tarar confirmed that the cabinet, virtually chaired by Prime Minister Shehbaz Sharif, has approved the draft, which is set to be presented in the Senate. The proposal includes granting lifetime ranks to Field Marshals and other senior military officers, emphasizing ceremonial recognition for national heroes.

The amendment also outlines significant judicial reforms. It proposes the creation of a Federal Constitutional Court to handle constitutional matters, curtailing certain powers of the Supreme Court. The president and prime minister would play a central role in appointing judges, while parliament would determine the number of judges in the new court.
All provinces would enjoy equal representation in the Federal Constitutional Court, with the Chief Justice serving a three-year term. These changes aim to streamline judicial and military operations, enhancing coordination across Pakistan’s key institutions.
