ISLAMABAD: The National Database and Registration Authority (NADRA) informed the Supreme Court on Wednesday that it could not process 102,950 counterfoils through the software for verification of votes in the NA-110 constituency. The NADRA said that CNIC numbers mentioned on these counterfoils had poor quality thumb impressions but they were valid. The report said that counterfoils could not be verified through the automated comparison due to the poor quality of fingerprints. The NA-110 (Sialkot) is one of the four constituencies where the PTI called for a vote audit and later staged a sit-in in Islamabad for more than four months. Pakistan Muslim League-Nawaz leader Khawaja Muhammad Asif, who now heads the ministries of defence as well as water and power, was elected to the National Assembly from this constituency. Approximately 0.19 million votes were sent to NADRA for verification. Khawaja Asif had won the election with a lead of 22,000 votes, defeating Usman Dar of the Pakistan Tehreek-e-Insaf. The top court on January 19 ordered the NADRA to submit a forensic report on verification of thumb impressions of voters along with pre-scanning reports in Sialkot’s NA-110 constituency. The report, submitted by NADRA Chairman Usman Yousaf Mobin, is prepared after examining the counterfoils and thumb impressions through AFIS, which has the capability to accurately match thumb impressions and ensure verification of authenticity. The report stated that 3,478 counterfoils did not qualify fingerprint matching due to numerous reasons, not falling under the purview of the said analysis. The report mentioned that all available information on the counterfoils was used to identity the voters, including the CNIC and serial numbers mentioned on the counterfoils. A counterfoil is kind of a receipt that is kept as a record by the issuing person at the time of voting. “There were 1,975 used counterfoils where the identity of voters could not be established due to invalid CNIC numbers mentioned on the counterfoils. This was observed mainly at polling station number 219 (190 votes) and 11 (138 votes),” says the report on invalid CNICs on counterfoils. The report added that 208 counterfoils did not have the CNIC numbers mentioned mainly at the polling station number 57 (13 votes) and 149 (10 votes). Scanned images revealed that 26 counterfoils were not registered in the NA-110 while 261 CNIC numbers mentioned on 523 counterfoils were used more than once.
