ISLAMABAD: About 4,000 personnel of various ranks in Islamabad Police were waiting for their promotion for last several years but the administration had turned blind eye towards their grievances and deprived them from their basic right. The employees from BS-1 to BS-16 in federal police were working on the same posts for last 12 to 15 years that was damaging their morale and harms their wish and will to observe their professional duties against crime. The Interior Minister had been seeking ideal performance from the city police to make the capital crime free but the personnel were deprived of their due right to be promoted, said a constable Muhammad Hayat along with his other colleagues while talking to Daily Times. He said he was working as constable for last 14 years but he was not awarded new scale. Poor facilities like health, insurance and no promotions were damaging their dedication to control crime. The PSP officers, he said, were automatically getting promotions after every three years but no such rules were available for the lower ranks personnel. If there were no vacant posts in police force, the management could still upgrade their scales and increase their salaries as they were ready to work in the same positions after up-gradation, he maintained. He said promotion policies should be devised where every policeman would be automatically promoted after meeting the set working period in certain position. The Islamabad Police was currently functioning with a total strength of 9907 personnel that include one post of Inspector General of Police (IGP) BS-21, three posts of Deputy Inspector General (DIG) BS-20, ten AIG/SSP (BS-19), 18 SP (BS-18), 43 ASP/DSP (BS-17), 156 Inspector (BS-16), 444 Sub-Inspectors (BS-14), 1007 ASIs (BS-9), 1340 Head Constables (BS-7) and 6883 Constables (BS-5). The majority of cops who were facing problems in promotions belong to the ranks of constable to Inspector due to lack of attention by the seniors. When contacted a senior official of Islamabad Police, he confirmed the mismanagement in promotion affairs of lower ranks staff. He said currently there were no vacant posts in police department where the staff could be appointed after promotions. When the seat would be vacated the lower staff would be upgraded against them, he added. He admitted that Islamabad Police were operating with shortage of staff in police stations that was a big hurdle to control crime in the city. It may be mentioned here that a written application by the policemen was sent to the Inspector General of Police last year, but no respond was received. According to sources, a committee was formed in past to award promotions, but illegal promotions were awarded to people that were favored by higher ups. According to sources, constables recruited in 2000 under C-1 and completed the course, examinations and training of head constables in 2007 have been waiting for promotions for the second time.
