KARACHI: Karachi Development Authority (KDA) has clearly refused to accept at least 710 ‘repatriated’ officials of Malir Development Authority (MDA) and Lyari Development Authority (LDA) saying these officials are not part of the city’s development authority. Daily Times has learnt that Secretary KDA has forwarded a letter (No PA/Secy/KDA/2016/283) to Secretary Local Government & Housing Town Planning Department, Government of Sindh, informing him about the status of these repatriated officials and the financial burden the KDA would face in case of their adjustment. It is to be noted that Sindh government created new authorities in Karachi i.e. MDA and LDA and Taiser Town Scheme-45, Shah Latif Town 25(A) and Hawksbey Scheme-45 were transferred to these authorities being part and partial of KDA. The officials/officers related to the schemes were then relieved by the government of Sindh vide anotification (No SO(G)/HTP/GEN/2-207/2000) on January 27, 2000 to join MDA/LDA. Accordingly, 270 officials/officers of MDA and 440 officers/officials of LDA were relieved and their all funds/pensioncontribution were remitted/transferred to MDA/LDA. Also, the posts against which those officials/officers were posted and drawing salary stood abolished from the budget of KDA. As per Revival Act 2016, the KDA has been restored to its previous position with financial grants/aids. However, KDA is not to afford the liabilities of MDA employees at this stage as they were part and partial of MDA and their all outstanding dues i.e. funds and pension contribution already transferred/remitted from KDA to MDA. “It is pertinent to mention that MDA authorities/administration misguided the higher-ups regarding repatriation of MDA employees which is against the policy decided by the government of Sindh in the year 2000,” documents available to Daily Times stated. “And in case if they are adjusted in KDA, the MDA along with its scheme-25(A), Shah Latif Town, and Scheme-45 may be transferred to KDA,” said a source, adding that the KDA has proposed to the Sindh government to create a Surplus Pool for these officials and sanction Rs 100 million grants/aides for the payment of their salaries and pensions.
