Türkiye will lead the maritime component of proposed security guarantees for Ukraine, Foreign Minister Hakan Fidan announced. The plan forms part of broader post-war security arrangements under discussion with allied countries. The move highlights Ankara’s expanding role in efforts to support regional stability.
Fidan reaffirmed Türkiye’s support for continuing negotiations under the Istanbul format. He said direct talks between Russian and Ukrainian officials had improved transparency and maintained diplomatic communication. According to Fidan, ongoing fighting should not prevent dialogue between the two sides.

The foreign minister noted that US negotiators later joined efforts to pursue a broader settlement. However, he warned that the conflict continues with an increasing risk of escalation. He stressed the importance of sustaining diplomatic initiatives alongside security planning.
Discussing future security guarantees, Fidan said the proposed framework would include land, air, and maritime components. He confirmed that Türkiye had agreed to lead the naval element in coordination with allied partners. Planning for the initiative is already underway among participating naval forces.
