Punjab imposes section 144 across province for Muharram security

The Punjab government has imposed Section 144 across the province as part of security measures for Muharram, a spokesperson for the Punjab Home Department said on Thursday.

According to the notification, the restrictions will remain in force from 1st to the 10th of Muharram throughout Punjab to ensure law and order and maintain religious harmony during the month.

The spokesperson said no new practices or innovations would be allowed in Muharram processions and religious gatherings. Display of all kinds of weapons and explosive materials at public places without permission from the competent authority had also been banned.

The government had imposed a complete ban on provocative slogans, gestures and activities that may hurt public sentiments, religious beliefs or sectarian affiliations. Section 144 would also apply to statements, comments or content disseminated through any medium or device that may incite sectarian or ethnic hatred.

Strict action would be taken against individuals involved in spreading sectarian hatred through social media or any other platform, the spokesperson warned.

The notification further prohibited the construction of bunkers on rooftops of houses or buildings situated along procession routes.

Accumulation of stones, bricks, bottles or garbage on rooftops of buildings located on procession routes had also been banned.

Presence of spectators on rooftops, balconies or shop fronts along procession routes during processions would not be allowed.

A ban on pillion riding would remain in force on the 9th and 10th of Muharram, except for senior citizens, women and personnel of law enforcement agencies. All other restrictions would remain effective from 1st to 10th Muharram.

The restrictions had been imposed by the Secretary Home Punjab under Section 144(6) of the Code of Criminal Procedure, 1898.

The spokesperson said the enforcement of Section 144 was aimed at maintaining peace, public order and religious harmony during Muharram, adding that protection of citizens’ lives and property remained the Punjab government’s top priority. The Punjab Home Department has issued formal orders regarding the implementation of Section 144 and directed authorities to ensure extensive public awareness through all available media platforms regarding the restrictions imposed during Muharram.
