Punjab introduces labour code 2026 expanding worker rights

The Government of Punjab has formally notified the Punjab Labour Code 2026, creating a unified legal framework that extends labour protections to workers across multiple sectors. The new law covers contract employees, gig workers, domestic staff, and digital platform workers, aiming to modernize labour regulations and strengthen worker rights across the province.

According to the official notification, the labour code has been implemented after approval from the Governor of Punjab and publication in the official gazette. It consolidates several existing labour laws into a single system, which authorities say will improve enforcement, simplify regulations, and ensure consistent protection for all categories of workers under one unified structure.

Moreover, the new law introduces stronger legal safeguards against forced labour, bonded labour, and child labour, with enhanced penalties and enforcement mechanisms for violations. The government stated that these provisions are designed to ensure safer working conditions and reduce exploitation in both formal and informal sectors across Punjab.

For the first time, the legislation formally recognises gig economy workers such as food delivery riders, ride-hailing drivers, and app-based service providers under labour law. In addition, remote and home-based digital workers have also been included, giving legal protection to individuals working through online platforms or flexible employment arrangements.

Furthermore, the code introduces reforms to strengthen job security for contract workers by limiting unfair denial of permanent employment rights. It also addresses workplace harassment, misconduct, and violence through stricter rules, while restricting non-compete clauses that previously prevented employees from changing jobs freely within the market.

In addition, the legislation promotes wage transparency by discouraging confidential salary policies and establishing equal legal coverage for domestic, agricultural, and construction workers. Officials stated that the Punjab Labour Code 2026 aligns with International Labour Organization standards and will apply uniformly across all workplaces in the province to ensure fair and equal worker protection.
