The Punjab Revenue Authority (PRA) has emerged in recent years as a key pillar of the province’s financial structure. Effective collection of sales tax on services, expansion of the tax net, and the use of modern technology have distinguished the institution from other provincial revenue bodies. Recent statistics confirm that the PRA is not only meeting its targets but, on several occasions, surpassing them. According to figures released last week, the PRA has already collected record revenue within the first three quarters. In the first nine months of the current fiscal year, more than PKR 250 billion has been collected. It is worth noting that during the same period of the previous fiscal year (2024-25), PKR 181 billion was collected. Compared to last year, an additional PKR 70 billion in revenue has been generated so far.
Punjab’s first female Chief Minister, Maryam Nawaz Sharif, adopted a strategy for tax reforms that emphasizes improved collection without increasing tax rates in any sector. Additionally, the system has been fully digitized to ensure transparency in revenue payments. Digital reforms are a key aspect of PRA’s success. Systems such as e-filing, e-registration, and electronic invoice monitoring have not only made compliance easier for taxpayers but have also enhanced transparency. As a result, opportunities for corruption have decreased, and trust in the government system has increased-both essential elements of an effective tax regime.
From the early months of the current fiscal year, a significant increase in tax collection by the PRA has been observed. Double-digit growth demonstrates that the authority is effectively implementing its policies while gradually digitizing the services sector of the economy. Notably, much of this growth is driven by the registration of new taxpayers and strict measures against tax evasion. Punjab’s Finance Minister, Mian Mujtaba Shuja-ur-Rehman, stated that expanding the tax net is the government’s top priority for achieving financial autonomy. The PRA has significantly increased revenue from the services sector. Special attention is being given to training revenue officers and enhancing their capacity. To improve the business environment in the province, tax policies have been simplified and made business-friendly. Increased revenues have also provided greater resources for public welfare projects. The government aims to minimize the tax burden on the common citizen while placing a greater share on those who can afford it.
In this regard, the departmental reforms introduced by the current Chairman of the PRA, Muazzam Iqbal Sapra, are also commendable. Increasing the number of enforcement officers and establishing a Large Taxpayer Unit (LTU) in the province have yielded positive results. The creation of new tax sectors and the establishment of offices at divisional headquarters as well as district levels are expected to significantly improve enforcement, leading to a noticeable increase in monthly revenue. Public participation is also a practical aspect of transparency in the tax net. Citizens are encouraged to demand proper receipts when making payments so that records can be maintained through POS systems.
To enhance public awareness and engagement, the PRA plans to introduce cash rewards instead of motorcycles, cars, or other prizes. Recommendations in this regard have already been submitted to the Government of Punjab. Action will be taken against complaints regarding issued bills in any restaurant or sector if receipts are found to be fake. In such cases, a portion of the penalty amount collected will be transferred to the complainant’s account. This initiative is expected to help eliminate fake receipts and significantly boost revenue collection.
However, despite these achievements, certain challenges remain. Tax evasion, unregistered businesses, and incomplete documentation of the services sector are issues that could affect the PRA’s performance. Additionally, resistance from the business community is sometimes observed, which can be mitigated through confidence-building measures and improved facilitation. On the other hand, Chief Minister Maryam Nawaz Sharif has approved a specific uniform for PRA field officers, which will enhance their identity and dignity and help reduce operational challenges in the field.
It is also important to recognize that sustainable results cannot be achieved through enforcement alone. It is essential to facilitate taxpayers, simplify the system further, and promote voluntary tax compliance through awareness campaigns. If the PRA continues to focus on these aspects, its performance can improve even further. It is also expected that by the end of the current fiscal year, the PRA will achieve the highest revenue target in the province’s history.
Overall, the Punjab Revenue Authority has made significant progress toward financial autonomy in the province. If the institution continues its current strategy while sustaining reforms, it will not only achieve its targets but could also serve as a model for other provinces of Pakistan. This is the time for the PRA to consolidate its successes and address challenges wisely, laying the foundation for a strong, transparent, and sustainable revenue system.
