FBISE model set to guide nationwide board reforms

FBISE Introduces Pakistan's First Fully Automated Education Services System

The federal government is considering a new initiative to modernise examination boards across the country by replicating the model developed by the Federal Board of Intermediate and Secondary Education. The proposed project aims to equip all boards with modern technology to improve transparency, efficiency and credibility in examinations.

Between 2015 and 2018, the federal government upgraded FBISE through a Rs50 million project titled “Modernisation and Standardisation of Examination System.” The project, initiated under the leadership of Planning Minister Ahsan Iqbal, was completed within three years and achieved all its stated targets.

Following its completion, there were plans to replicate the model nationwide, but the initiative stalled after a change in government in 2018. Although meetings of a project steering committee involving provincial representatives were held, the plan was eventually shelved in 2019 due to a lack of interest and prioritisation.

Officials say the proposal has now been revived, as Ahsan Iqbal once again heads the Planning Ministry and Dr Ikram Ali Malik, who previously oversaw the FBISE project, is now its chairperson. The government, with the support of FBISE, intends to extend similar facilities and technology to all 30 examination boards in the country.

According to working papers, the proposed project is estimated to cost Rs2 billion. It includes the establishment of three provincial data centres, provision of scanners and computer systems, software customisation, and training and delivery support for boards.

FBISE has already completed concept papers and is preparing to brief the planning minister. Dr Malik said the board is currently providing technical assistance and training to other boards, but additional resources and manpower are required to fully implement the plan.

He said the new project would also introduce advanced features, including the use of artificial intelligence in assessment, verbal communication testing, examiner reports, post-examination analysis, and certification programmes in educational assessment.

Officials said the ministries of Planning and Education, along with FBISE, are working closely on the proposal, adding that provinces have shown enthusiasm for modernising their boards and embracing technology-driven reforms.
